Controls engineer, PLC programmer and automation engineer often describe nearly the same person.
One company hires a PLC programmer to write complete machine software, build HMIs and commission equipment internationally. Another uses the same title for a technician who makes small ladder-logic changes.

PLC Programmer
A PLC programmer’s primary responsibility is normally control software.

Technician-level automation work is reasonably represented by robotics and mechatronics technicians, whose 2025 median was $73,900, and electrical and electronic engineering technologists and technicians, whose median was $78,190. The broader computer-programmer category had a 2024 median of $98,670, although it includes many programmers outside industrial automation.
A sensible US interpretation is:

Controls Engineer
A controls engineer normally owns more than the PLC program.
Responsibilities may include:
- Selecting PLC and I/O hardware
- Reviewing electrical schematics
- Defining the control architecture
- Programming PLCs and HMIs
- Integrating SCADA and industrial networks
- Coordinating drives, instrumentation and safety
- Managing contractors
- Leading commissioning
- Approving modifications

O*NET lists Electrical Controls Engineer under electrical engineering. That occupation had a 2025 US median salary of $120,630. The work includes designing control systems, developing software to control electrical systems and coordinating installation, testing and documentation.

The job required PLC and HMI development, control-network design, electrical-system knowledge and several years of controls experience. The senior position also required professional engineering registration.

Controls engineering generally has a higher salary ceiling than a narrowly defined PLC-programming position because the employer is paying for design responsibility, project ownership and technical judgement.
Automation Engineer
Automation engineer is usually the broadest title.

Automation engineer does not automatically pay more than controls engineer. In many factories, the titles are interchangeable.
However, automation engineers specialising in robotics, motion, SCADA, pharmaceutical systems or IT/OT integration may reach a higher ceiling because they can deliver more than standard PLC logic.
Why a PLC Programmer Can Earn More Than an Engineer
Titles do not determine total earnings.
A PLC programmer may out-earn a controls engineer through:

What Raises Pay the Most?
The strongest salary increases usually come from adding responsibility rather than simply learning more PLC instructions.

Travel can increase earnings, but it also changes the lifestyle. A commissioning engineer earning 20% more while spending 150 nights per year in hotels is not automatically receiving the better deal.
Which Role Pays Best?
On average, the likely order is:
PLC programmer → controls engineer → automation engineer or senior controls engineer
But the overlap is large.
A junior automation engineer may earn less than an experienced PLC programmer. A factory controls engineer may earn less than a travelling commissioning specialist. A senior PLC/DCS programmer in a regulated utility can earn more than many engineering managers.
The strongest long-term position is not chasing the most impressive title.
